Website Monitoring Policy
Under the Website Monitoring Policy, the website is to be periodically monitored
for addressing the issues of fixing bugs and correcting the incorrect information
and for maintaining the quality and resolving the compatibility issues pertaining
to following parameters:
Functionality : All modules of the website are tested for their functionality and
inter-linking compatibility issues for their smooth working.
Performance : All important pages of the website are tested for the download time.
Broken Links : The website is thoroughly reviewed to rule out the presence of any
broken links or errors.
Content : The content of the Website is monitored by the respective Subject Matter
Divisions / Wings regularly. The updated content is provided from time to timeby
the concerned SMDs/Wings for uploading on the Website.

as well as devices such as firewall and intrusion prevention systems.
Content Contribution, moderation & approval policy (CCAP)
Content needs to be contributed by the authorized Content Manager from Groups/Divisions
of CADWM WING OF DOWR in a consistent fashion to maintain uniformity and to bring
in standardization along with associated metadata and keywords. In order to present
the content as per the requirement of the viewer, organize the content in categorized
manner and to retrieve the relevant content efficiently, it is required to contribute
the content to the website through a Content Management System which would be web-based
having user-friendly interface.
The content on the portal goes through the entire life-cycle process of :-

* Modification
* Approval
* Publishing
* Expiry
* Archival
Once the content is contributed it needs to be approved by the HoD and moderated
by the Web Information Manager prior to being published on the Website. The moderation
could be multilevel and is role based. If the content is rejected at any level then
it is reverted back to the originator of the content for modification

In case a particular level of Officer is not available in the hierarchy, the other
upper-level officer should discharge the duties in addition to his role in the scheme
of management. New links on the website can be created only with the approval of
the Web Information Manager.
The originating section is the owner of the content on the website. The primary
responsibility for the correctness, accuracy and relevance of the content is that
of the section concerned, the responsible staff of the concerned section shall act
as the approver and moderator of the content in case the content is directly uploaded
on to the website by the section itself using web interface provided for that purpose.
However, the content must have the approval of the divisional head or the assigned
authority before considering and moderation for putting on the website.
# NIC will not update the content or update any kind of link on the CADWM website.

Content Review Policy (CRP)
CADWM Website is the Wing of Department of Water Resources, RD & GR, Ministry of
Jal Shakti, Govt. of India. It is therefore required to keep the content on the
Website current and up-to-date and hence there is a need for the Content Review
Policy. Since the scope of the content is huge, different Review Policies are defined
for the diverse content elements.
The Review Policy is based on different type of content elements, its validity and

1 Contingency Management Plan
1.1 Contingency Plan in the event of defacement
1.1.1. Defacement Protection Policy
• The CADWM website is security audited for application vulnerabilities and performance.
• Any application-level modification on the CADWM website implies re-audit of the
website.
• All the servers’ configuration and logs are monitored timely.
• Only system administrator users are allowed to access the servers for doing administration
and configuration tasks.
• All servers are in lock and net secured.
• Contents are updated through secured FTP using VPN.
1.1.2. Monitoring of defacement of CADWM website
There are two ways of monitoring the defacement of the CADWM Website.
1. Cyber security division is continuously monitoring by analyzing the log files.
The Central help desk at NIC (HQ) data Centre is also monitoring the websites at
regular interval for possible defacement or undesirable change in the CADWM website.
2. The NP also monitors the website regularly. In case of any eventuality, whoever
notices it first shall inform the Technical Manager and Web Information Manager
on Phone as well as through email.
1.1.3. Actions to be taken after defacement
As soon as the Technical Manager and/or Web Information Manager receive the information
regarding the defacement of the website, the following steps will be taken:
• Stoppage/partial stoppage of the website according to the degree of defacement.
• Analyzing log files and troubleshooting the source of defacement and blocking
of the service.
• Analyzing type of defacement and fixing it.
• In case of complete loss of data, restoring the website data from backup or starting
of website from DR site in case of long down time.
• Giving of log files to security division for analysis.
• Fixing of all vulnerabilities on the basis of security recommendations and re-auditing
of applications.
• Restoring the affected /corrupted contents from the backup and restoring the site.

1.1.5. Time for Restoration of the CADWM website after defacement
The time taken for restoration of the CADWM website depends on the degree of defacement
and services affected by the defacement. Ideally it will take 1 hour to 8 hours
for the restoration
1.1.6. Data Corruption
A proper mechanism has been worked out for data backups by the Head, NIC, DOWR IT
Division and Web Administrator of NP and also for ensuring that appropriate and
regular backups of the CADWM website data are taken. The CADWM data should be divided
and kept in various servers and also back up of the data is taken up periodically
in the tapes or hard disks so that in case the data server goes down or corrupts
the data, the website service remains unaffected.
1.1.7. Hardware/Software Crash
Though such an occurrence is a rarity, still in case the server on which the website
has been hosted crashes due to some unforeseen reason, the web hosting service provider
(NIC) has enough redundant infrastructures available to restore the website at the
earliest.
1.2. Contingency Plan in case of Natural Disasters/Calamity
There could be circumstances whereby due to some natural calamity (due to reasons
beyond the control of any person), the entire data centre where the CADWM website
has been hosted gets destroyed or ceases to exist. In such an eventuality, in-charge
of National Data Centre will instruct that the CADWM website to be started from
the DR site, which is located at the NIC State Centre, Hyderabad.
Data Centre (SAN) is installed at Shastri park, where all the database servers of
the CADWM website are located. Following team of NIC Shastri Park Data Center Team
is responsible for the smooth functioning of the Database servers, SAN and Security
deployment.

1.2.1. Time for DR Restoration
Time required for starting of CADWM website from the remote location depends on
several things; ideally the restoration will take 4 hours to 12 hours.
1.3. Website Monitoring Plan

1.3.2. Frequency of monitoring
The CADWM website undergoes regular monitoring through manual methods as well as
through web analyzer tools. The detailed report of the analyses is obtained through
a web-based interface at http://webservices.nic.in.
This is password protected and is accessed by the NIC website Administrator. The
monitored data is analyzed on a monthly basis by the NIC website administration
team and reports are compiled. The compiled report will be made accessible to Quality
Managers by NIC monthly and as and when required.
The CADWM website is also monitored for quality issues like spelling errors and
broken links. Spelling check is done on a weekly basis and broken links are monitored
daily.
